Evaluation criteria for internal review of ERA-NET participation
Instructions To Strategic Person within the Agency
1. The Process:
- Interviews are carried out by a group of/ by a strategic person/s within the agency
Simple filling in of questionnaire by ERA-NET project staff is not recommended! - The interviewer translates the answers into an appraisal according to a set of criteria (see List of Criteria for ERA-NET Evaluation)
- For each criterion a 3-fold score is given: (-1) or (0) or (+1) (alternatively: bad /average /good or equivalent). It is up to individual agencies to decide on the modality of scoring.
Explanation of Scoring:
7 criteria to score for network
5 criteria to score for output
Score range: -1, 0, +1 [Less than expected = -1; OK performance= 0; Better than expected = 1]
Sub-scores for info only - Appraisal should result in a classification into 3 categories:
I. ERA-NET to be continued by all means
II. ERA-NET to be continued pending certain conditions and/or modifications
III. ERA-NET to be discontinued
For category II: specify explicitly which modifications exactly are needed for improvement and continuation of ERA-NET; use the List of Criteria to define these modifications.Explanation of Colour Code:
Red: at least 1 criterion is below acceptable level therefore participation will not be continued if any plans for future collaboration
Yellow: will continue collaboration but improvement required
Green: will continue, no major improvements required
2. Interviews:
- Interview questions are kept much broader than the List of Criteria. Not every question must necessarily lead to a criterion.
- The order of questions does not match with the order of criteria.
