Evaluation criteria

The member organisations of the TAFTIE Working Group on ERA-NETs have shared best practice to compile and recommend the following global List of Criteria for ERA-NET Evaluation.

The criteria are divided into two categories:

Network
Output

NETWORK
Complementarity to other funding instruments (FP7, EUROSTARS, national, regional, bilateral, etc)
Potential national added value
	Critical mass of potential clients (dep. on topic and preferred countries for cooperation)
	Need for international network
Long-term perspective
	Maturity of network
	Sustainability of network
	Suitability of the ERA NET instrument in a specific area
Commitment
	Own
		- Budgetary commitment of national programme owner (ministry or agency)
		- Enthusiasm of agency
		- Quality of performance
	Others
		- Budgetary commitments of national programme owners (ministries or agencies)
		- Enthusiasm of ERA NET partners
		- Quality of performance
	Coordinator (incl. overall performance)
Consortium (composition)
	Appropriate countries (in sense of competence, competition or collaboration)
